GENERAL CHAIR MESSAGE

In modern telecommunications and computer networks the role of software is rapidly changing from essential to dominant. For this reason a few years ago we started organizing the international meeting of researchers and professionals engaged on software problems in telecommunications and computer networks, simply called SoftCOM.

In the preceding years the SoftCOM conference incited a lot of interest from people in universities, institutes and companies as well as very encouraging support from various organizations such as the Ministry of Science and Technology of the Republic of Croatia, the University of Split, the Split-Dalmatian County, and the town of Split. Two years ago we also got the IEEE Croatian Section to be a sponsor. We are very thankful to all of them.

This year’s notable news is that the Conference is sponsored by the IEEE Communications Society (COMSOC), Technical Committee of Communications Software, and hopefully that this sponsorship should bring new dimensions and make SoftCOM recognized among researchers and experts all over the world.

This year could be considered a historical year for telecommunications around the world and Europe, but particularly in Croatia because in Croatia we just started with market liberalisation for all telecommunication services. Still there are many undefined and destimulating factors which make this undoubtely necessary step more critical and difficuilt in Croatia than in the developed countries in the world. However, Croatian’s telecomunications have developed very fast during recent years regarding the total potential as well as the share of the newest technologies, which makes them very attractive for capital investments.

The SoftCOM’98 program features over 60 contributions on various aspects of telecommunications and computer networks mainly from the software point of view. Particular importance has been placed on the advance software design methods and tools related to the development and implementation of new distributive and interactive multimedia services. Almost all currently provocative and important communication technologies have been presented: ISDN, Internet, ATM, broadband wired, wireless and satellite. The Technical Committee has also invited several worldwide known experts to take part and talk about some hot topics in advanced communications. Several tutorials have also been organized which will be held by experts from the USA, Italy and Slovenia. In addition to above-mentioned program, several events related to SoftCOM’98 will be held at the same time. First, a professional circle event dedicated to various aspects of software, networks, services and related topics will gather a number of professionals at a table. Secondly, two hot topics, whose strong impact on the development of telecommunication and information technologies can not be forgotten - intelligent transport systems and telemedicine and healthcare systems, will be explored within two workshops.

Accordingly, I believe that SoftCOM’98 will constitute a really remarkable technical experience for all participants.

The Conference and related events will be held in an extraordinary but, we believe, quite pleasant ambience. All participants will be aboard the luxury ship Marko Polo anchored during the day in towns on our route Split-Bari-Dubrovnik and sailing overnight to another town. A social program has also been organized for all participants to introduce them to a number of cultural, historical and ambiental values and sights of Split, the town and island of Hvar (Croatia), Bari (Italy) and Dubrovnik (Croatia).
